Aerial work platform licence: who may operate an aerial work platform?

Yes and no. There is no state-issued licence for aerial work platforms. Legal framework: occupational safety rules and employer duties
The central basis is Decree No. 508/2009 Coll. together with Act No. 124/2006 Coll. on occupational safety and health. Powered aerial work platforms with a lift height of more than 1.5 m count as designated lifting equipment, group A. Key points:

IPAF training and PAL Card
IPAF (International Powered Access Federation) offers an internationally recognised certificate: the PAL Card (Powered Access Licence). The training is practice-oriented, specific to machine categories and available at IPAF-certified training centres.
The PAL Card is recognised across the industry. Internationally active companies prefer the PAL Card because of its cross-border validity.
Authorisation by the employer
Training alone is not enough. After qualification, the employer must authorise the operator - stating the operator, the approved platform types and any further restrictions; written form is recommended. Without this step, the operator is formally not entitled to use the machine.
How much does an aerial work platform licence cost and how long does it take?
Cost and duration depend on the provider, the platform category and the scope (theory and/or practice). Typical market ranges for aerial work platform operator training:
- 1-day training (theory + practice, 1 category): approx. €200-450 per participant
- Extended training (several categories / platform types): approx. €350-700 per participant

How long is an aerial work platform licence valid?
No fixed statutory expiry period for operator competence is stated here. However, the employer must provide regular safety briefings for operators under Section 7 of Act No. 124/2006 Coll. - this confirms the qualification and brings knowledge up to date (new machine types, changes in the rules).
The PAL Card (IPAF) has a fixed validity of 5 years and must then be renewed through refresher training.

Who may operate an aerial work platform without a licence?
